The figure is being propped up by the 2 launchers. His feet do not look lie that! This Triple Changer was never produced for the Transformers series. He was probably scheduled to be the third Decepticon that went with Astrotrain and Blitzwing. He is a very impressive piece in Helicopter and Robot modes. His weapons are a sword, gun and working Missiles + Launchers. NOTE: Missiles with him (silver ones) I got with my Diaclone Blitzwing. But I do beleive they also came with the Japanese Diaclone who's name is still unknown to me.      His plane mode is not the best transformation you have seen. Also, the rubber tipped missiles are only included in Diaclones from italy. I speculate that they are rubber and not platsic missiles, because a safety law was passed in Italy.
