The Skeletor & Panthor 2-Pack pictured here features a Battle Armor Skeletor figure. The Skeletor & Panthor 2-Packs either featured a Regular Skeletor or a Battle Armor Skeletor. It is unknown which is tougher of the two. The only other main difference is that they both feature different header artwork.
